Ware County Inmate Population Overview
The Ware County inmate population is split between two very different systems. The Ware County Jail is the local booking and pretrial facility operated by the Ware County Sheriff's Office. It holds people arrested by sheriff deputies, Waycross Police, and other local agencies before release, court, transfer, or a short local sentence. Ware State Prison is a Georgia Department of Corrections facility in Waycross for adult male felons in sentenced state custody. A person held in the jail may appear on the county roster, but a state prisoner is searched through GDC instead.
That distinction matters when reading population numbers. Vera Incarceration Trends reports county jail capacity and jail population for Ware County, while GDC reports the state prison's capacity and facility facts. The county jail count rises or falls with local arrests, bond decisions, first appearance hearings, dismissals, releases, holds, and transfers. Ware State Prison's count is part of the statewide sentenced-prison system, even though the prison is physically in Ware County.
Ware County Inmate Population Statistics
The strongest county-level data source in the research set is the Vera Incarceration Trends Georgia dashboard and its county CSV rows for Ware County. Vera reports a recent rated capacity of 510 beds for 2024 through 2026. The same dataset reports a 2026 jail population of 412 and a 2026 pretrial population of 312. Those are dataset values, not a Ware County daily dashboard. The sheriff site links the current roster but does not publish a separate capacity report.

Ware County Jail Population Trends
Ware County's jail population has moved within a fairly narrow band since 2019, but the mix changed. Vera reports 437.75 in 2019, then 379.5 in 2020, 419 in 2021, 379.75 in 2022, 386 in 2023, 375.5 in 2024, 403.75 in 2025, and 412 in 2026. The pretrial count was a majority of the Ware County inmate population in each captured year after 2019. That means many people counted in the county jail were still awaiting case disposition rather than serving a final state-prison sentence.
| Year | Jail Pop | Pretrial | Rated Capacity | Notes |
|---|---|---|---|---|
| 2019 | 437.75 | 231.5 | 500 | Highest total in captured trend table. |
| 2021 | 419 | 296.25 | 500 | Pretrial count rose compared with 2020. |
| 2023 | 386 | 235 | 507.75 | Vera also reports 1,139.62 admissions. |
| 2024 | 375.5 | 264.5 | 510 | About 73.6 percent of capacity. |
| 2026 | 412 | 312 | 510 | About 80.8 percent of capacity. |
Who Makes Up Ware County Inmates
Vera's rows give more detail for some years than Ware County publishes locally. In 2023, Vera reports a total jail population of 386 and pretrial custody of 235, so most of the jail population was pretrial that year. The same row reports 288.375 male jail population, 65.625 female jail population, 163.6 Black jail population, 185.78 white jail population, 3.695 Latinx jail population, and smaller other-race figures. These are statistical estimates or compiled dataset values, not live roster counts.
Roster data answers a different question. The current jail list shows individual names, booked status, sex, physical descriptors, arrest date and time, days in jail, total bond, charges, warrant numbers, court fields, release date when populated, visitation schedule, inmate ID, and age. It does not provide a county-wide demographic report, and the public photo display was configured off in the inspected OffenderIndex source.
Ware County Jail Capacity
Capacity should be read with care. Vera reports 510 rated capacity in the 2024 through 2026 Ware County rows, and its 2026 population figure of 412 is below that capacity. The sheriff's own jail page does not publish a bed count, pod layout, construction year, lobby hours, or booking-intake hours. Ware State Prison's 1,546 capacity is a separate GDC number and should not be mixed into the county jail capacity calculation.
Population note: Ware County jail capacity comes from Vera's county dataset, while Ware State Prison capacity comes from the Georgia Department of Corrections.
Laws Governing Ware County Records
Georgia public-record law supplies the main access framework for Ware County inmate records. The Georgia Open Records Act, O.C.G.A. 50-18-70 et seq., covers public records prepared, maintained, or received by public offices, subject to exemptions and redaction. The Georgia Attorney General Open Government FAQ says agencies generally must produce records within three business days or state timing, cost, and legal authority for withholding. It also says the first 15 minutes of search and retrieval are free and copy charges cannot exceed 25 cents per page.
Other rules shape access boundaries. The GBI record restriction page explains Georgia's O.C.G.A. 35-3-37 process for eligible arrests and dispositions. The GDC open-records page lists state-prison copy costs and common exceptions, including institutional files, disciplinary reports, grievances, housing assignments, security classifications, and medical or mental-health records without proper consent. Federal death-in-custody reporting also applies as a governance source for covered custody deaths.
Search the Ware County Inmate Population
The current county jail roster is the Ware County OffenderIndex current jail population portal, linked by the Ware County Sheriff's Office as "Current Jail Population." It is the best first stop for a person who may be in the county jail now, booked during the last 24 hours, or searchable by booking date. It is not the right system for a sentenced state prisoner at Ware State Prison, a federal inmate, or a person in ICE custody.
The Ware County sheriff jail page is the official source that links the roster and also explains visitation, mail, phone, inbox, and commissary basics. The screenshot captured from OffenderIndex shows the current jail population tabs and filters used for Ware County searches.
The portal is useful because it separates current custody from recent booking and booking-date searches. It still has limits, so the jail phone line and county open-records process remain important fallbacks.
- Open the Ware County OffenderIndex roster and start with the Current Inmates tab.
- Search by first name, last name, or both when a full list is too broad.
- Use Bookings Over Last 24 Hours for a recent arrest that may not be easy to find by name.
- Use Inmates by Booking Date when the date of arrest is known or when checking older entries.
- Call the jail at 912-287-4323 if the roster result conflicts with bond, release, or court information.
Ware County Roster Search Fields
The Ware County jail roster has a simple public search surface. The booking-date tab is the most detailed because it adds date range controls and an option to include previous inmates, with a warning that the wider search may take longer. Leaving both date boxes blank can show all inmates in that search mode, according to the captured portal instruction.
| Field Label | Type | Required | Options / Notes |
|---|---|---|---|
| Current Inmates | Tab | No | Default current-custody list. |
| Bookings Over Last 24 Hours | Tab | No | Recent booking list for the last 24 hours. |
| Inmates by Booking Date | Tab | No | Date-range and name search. |
| First Name | Text | No | Present on all three tabs. |
| Last Name | Text | No | Use partial or full names when known. |
| Select Date Range | Date picker | No | Start and stop dates on booking-date searches. |
| Include Previous Inmates | Checkbox | No | May take an extended amount of time. |
Past Ware County Inmate Records
Released or older booking records may require more than the current roster. The OffenderIndex booking-date tab includes a previous-inmate option, but direct API sampling was blocked during research and the exact retention rules were not published. If a released person no longer appears, use the Ware County open-records request page or the county's 2026 open-records request PDF. For state-prison files, use GDC open-records channels instead of the county form.
County Jail vs State Prison
Ware County custody searches often fail when the wrong system is used. A pretrial detainee or recent local booking belongs on the county roster. A sentenced state prisoner belongs in the GDC locator. A sentenced federal prisoner belongs in BOP. Immigration custody is checked through ICE ODLS. A local arrest may later involve more than one system if there is a detainer, transfer, federal case, or state sentence.
| Custody Type | Who It Covers | Where to Search |
|---|---|---|
| County jail | Recent bookings, pretrial detainees, local sentenced detainees | Ware County OffenderIndex |
| State prison | Sentenced Georgia felons, including Ware State Prison custody | GDC Offender Query |
| Federal prison | Federal inmates from 1982 to present | BOP Inmate Locator |
| Immigration detention | People in ICE custody or CBP custody over 48 hours | ICE ODLS |
Ware County Detention Facilities
Two facilities drive the Ware County inmate population search path. The county jail handles local booking and pretrial custody. Ware State Prison is nearby on Harris Road, but it is a state prison and uses GDC's statewide locator. No separate Waycross municipal jail roster, BOP prison, ICE detention center, or USMS contract facility page was found in Ware County research.
- Ware County Jail - county pretrial detainees, recent bookings, local sentenced detainees, and people arrested locally before release, court, or transfer.
- Ware State Prison - adult male felons in Georgia Department of Corrections custody, including close-security prisoners.
Ware County Custody Terms
